Why you must now get a $5 dollars license if you want to overthrow the U.S. government?

It's a pointless law, but I think it's worth pointing out (barely) that you only have to register if you plan to use force, violence, or unlawful means. Proceeding peacefully and lawfully through the political system seems to be OK (for now). Some states (like Tennessee) require tax stamps for illegal substances, and it's actually produced some revenue for Tennessee for fighting drugs.
