My AMD phenomII X4 955 BE processor is only running 800MHz!!!?

How come my brand new AMD phenomII X4 955 is running at only 800MHz? It is suppose to run at 3.2GHz. The motherboard I have is a Biostar A780L3L. I have already updated Bios. I even try AMD overdrive. I set the processor speed to 3,100MHz but the speed is still running at 800MHz. I am not able to find the option to disable cool&quite on my Bios. If you have the same motherboard. Please tell me where to go in Bios. I can't find it.
