Does it count as acts of terrorism when private contractors kill unarmed Iraqi civilians?

It depends on why they kill innocent unarmed civilians. If they felt a legitimate threat, then it's not OK but I think we can give more leeway and understanding. If they do it for the sake of doing it; because they can; then yeah, that's terrorism. I fail to see how it could not be. Your example above, if accurate, would be considered terrorism.
