Why penalize anyone for unintentionally doing something?

I am not a carl edwards fan by any strech of the imagination but come off it. His car was unitentionally lower then it should be so we say, hey lets give him a fine for not doing anything wrong. If they can tell that the car accidently droped a little bit then thats not anyones fault but Nascar's. They created the car. Its unfair to anyone who gets caught in that situation. Nascar needs to seriously revaluate what is important and not worry about something they can't control.
