Anyone remember a Halloween Movie where there was a nice frankenstein and he had to go into a funnel cloud?

There were mummies, werewolves,vampires,etc that came to life and the only friendly one was a frankenstein and at the end of the movie he had to go into the funnel cloud in the sky to end the movie? It was probably late 80's early 90's.
